GOVERNMENT EMPHASISES IMPORTANCE OF NEGOTIATION SKILLS IN LABOUR RELATIONS

Maseru, Jan. 28 — The Government of Lesotho has reaffirmed the importance of negotiation skills as a cornerstone for effective social dialogue and harmonious labour relations, in line with international labour standards.

This was highlighted during a high-level training workshop on negotiation skills, organised by the Ministry of Public Service in collaboration with the International Labour Organization (ILO). 

In his opening remarks, the Prime Minister Mr Ntsokoane Matekane stressed that effective negotiation plays a critical role in fostering mutual understanding, trust and cooperation among social partners.

He said strengthened negotiation capacity contributes to peaceful labour relations, improved public service delivery and sustainable national development.

Mr. Matekane further reiterated the government’s commitment to institutionalising social dialogue, particularly within the public service.

Furthermore, he noted that preparatory work towards strengthening collective bargaining structures is already underway, a move that aligns with ILO Convention No. 98 on the Right to Organise and Collective Bargaining.

Meanwhile, the Social Dialogue and Labour Administration Specialist at the ILO Decent Work Team, Mr. Limpho Mandoro, said the workshop aims to enhance negotiation skills for effective collective bargaining.

He explained that strengthened negotiation capacity benefits not only negotiators and institutions involved, but also contributes to national stability and inclusive development.

Mr. Mandoro added that the initiative supports the principles of ILO Convention No. 87 on Freedom of Association and Protection of the Right to Organise, as well as Convention No. 151 on Labour Relations in the Public Service, which encourages dialogue and negotiation between public authorities and public employees.

Participants were encouraged to apply the skills acquired during the training to promote constructive engagement, resolve disputes amicably and ensure that labour-related issues are addressed through dialogue rather than confrontation.

The workshop forms part of ongoing efforts by the Government of Lesotho, with support from the ILO, to align national labour practices with international labour standards while promoting fairness, inclusivity and decent work for all.
