Maseru, Apr. 10—- Advocate Salemane Phafane (KC), Legal Representative for Advocate Rethabile Setlojoane in an appeal against the Commissioner of Police, has on Wednesday told the Court of Appeal that the High Court sitting as the Constitutional Court was wrong when it declined to exercise its jurisdiction in a case in which his client challenged constitutionality of a conduct of the police against him.
