MASERU — In an ongoing workshop held in Maseru on the Public Procurement Act 2023 which is equipping procurement officials with knowledge on the new regulations aimed at improving transparency and efficiency in public procurement processes.
European Union (EU) Procurement Expert, Dr. Pamela Marendi said the act is the new development that should have been implemented in 2023 adding that preliminary discussions have focused on environment institutions responsible for procurement oversight.
She explained that the Act provides for key institutions such as the procurement committee and the accounting officer who is responsible for supervising the implementation of procurement procedures.

She warned against non-eligible and conflict of interest, saying such issues could give some consulting firms an unfair advantage.
“The markets do not have the capacity to compete as consulting firms so any training within a consulting firm, so any consulting firm should be included in its proposal along with the project implementation plan,” she noted.
She further stated that if there are any governance issues the procurement committee has the authority to cancel a tender.
She mentioned that the quality based selection method is used when implementing projects whose methodologies differ and cannot be compared. . .
