MASERU — The African Union Commission (AUC) through its department of Political Affairs, Peace and Security (PAPS) has on Tuesday began a four-day capacity building training on the State Parties Assessment Tool (SPAT) for Lesotho officials in Maseru.
Amongst others, the AUC International Cooperation Programmes Manager Dr. Mataywa Busieka delivered a presentation of the African Charter on Values and Principles of Public Service and Administration.
Dr. Busieka stated that a charter is a formal document that is like a roadmap for what an organisation, team or project is intended to be accomplished.

He mentioned that the objectives of the charter is a framework for the transformation of the African public service.
He further explained that the objectives of the charter is to ensure quality and innovative service delivery that meets the requirements of all users.
“It also encourages the efforts of member states in modernising admin and strengthening capacity for the improvement of Principal secretaries,” he highlighted.
Dr. Busieka said it also improves working conditions of public Service Agents and ensures the protection of their rights. . . .
