BASOTHO SUBMIT OPINIONS ON MCC BY-LAWS

Maseru, Aug. 17 — Basotho have submitted their views on a number of proposed by-laws aimed at improving the management, regulation and cleanliness of Maseru.

The proposed by-laws, put forward to the Maseru City Council (MCC), cover issues ranging from public smoking and sanitation to the operation of liquor outlets, construction permits, temporary structures and regular inspection of businesses.

Among the proposals is the creation of designated smoking areas around the city. Members of the public have also called for the provision of designated places for urination to address public sanitation concerns.

On the regulation of liquor outlets, some Basotho have proposed that liquor stores located near schools should be removed, while others have suggested that such establishments should be soundproofed to minimise noise and disturbances affecting nearby communities.

People also seek MCC to strengthen controls over construction activities so that no one would be allowed to construct houses without obtaining the necessary building permits.

They are further proposing laws and regulation governing the location, standards and procedures for the erection of temporary structures within the city.

Another proposal is for regular inspections of shops and other business premises to ensure that they comply with the required standards and regulations.

The public participation process is intended to give residents an opportunity to express their views and make recommendations before the proposed by-laws are finalised.

The proposals come as the city continues to face challenges relating to urban planning, public sanitation, construction without proper approval, noise pollution and compliance by businesses.
