SENATE ENDORSES EXTENDED NIGHTCLUB OPERATING HOURS

Maseru, Nov. 6 — The Senate has adopted a report from the Legislation Committee endorsing the Liquor Licensing (Amendment) Regulations, 2025, which seek to amend the Liquor Licence Act of 1998 by extending nightclub operating hours from 7:00 p.m. to 6:00 a.m.

Presenting the report, Committee Chairperson Senator Seabata Motsamai said the adjustment aims to support Lesotho’s growing entertainment sector by offering more flexible operating conditions while ensuring compliance with existing licensing and public safety laws.

Senator Motsamai stated that the extended hours are expected to stimulate the night-time economy and strengthen the country’s tourism and hospitality industries, in line with national development and modernisation goals.

However, he noted public concerns regarding noise pollution from nightclubs located in residential areas, as well as environmental pollution during outdoor events.

He urged that future licensing conditions include provisions addressing cleanliness and appropriate business locations.

Supporting the report, Senator Makholu Moshoeshoe echoed that the amendment would significantly benefit tourism and entertainment.

She nonetheless cautioned against issues of public indecency associated with nightlife operations, urging that licenses also include clear measures to curb such behaviour.
