NATIONAL ASSEMBLY ON PUBLIC DEBT MANAGEMENT BILL

Maseru, Sept. 03 — Some of the clauses within the Public Debt Management Bill, 2024 mandate that public debts be recorded and monitored to reinforce transparency and accountability in contracting debt.

This was said by the Minister of Finance and Development Planning Dr. Rets’elisitsoe Matlanyane when requesting the National Assembly to read the Bill for the second time during the ongoing debate on the Bill in the House on Wednesday.

Dr. Matlanyane added that such clauses also set limits on how much debts can be contracted, saying the Bill also indicates that the Minister of Finance will have authority to conduct public debts and explains powers of the Minister.

She also said it encourages the establishment of institutions that will assist the Minister to implement the Bill and introduce the use of annual borrowing plan amongst others and that they are subject to scrutiny by the House.
